កាលពីថ្ងៃទី១៨ ខែកក្កដាឆ្នាំ២០១៩ ក្នុងកម្មវិធីជំនូបក្រុមកសាងសមត្ថភាពសហគមន៍ ដែលធ្វើឡើងនៅផ្ទះសំណាក់សុខជាវ ក្រុមកសាងសមត្ថភាពបានលើកឡើងនូវបញ្ហាផ្សេងៗ​​ នៅក្នុងភូមិពូកគាត់ពិសេសបញ្ហាអំពើហឹង្សាក្នុងគ្រូសារ។ អ្នកមីង ប៊ី ដេង ដែលមកពីភូមិពូរំាង ឃុំប៊ូស្រា ស្រុកពេជ្រាដា ខេត្ត មណ្ឌលគិរី បាន លើកករណីអំពើរហិង្សាក្នុងគ្រួសារមួយដែលកើតឡើងនៅភូមិពូរាំង ឃុំប៊ូស្រា ស្រុកពេជ្រាដា ខេត្តមណ្ឌលគិរី ។ មានបុរសម្នាក់ឈ្មោះ អក មានប្រពន្ធ២នាក់ ដោយប្រពន្ធទីមួយត្រូវបានទទួលរងនូវអំពើហិង្សាពីប្តីរបស់ខ្លួន រហូតដល់បាត់បង់ជីវិត ដោយត្រូវប្តីប្រើអំពើហិង្សាទំាងផ្លូវ កាយ ផ្លូវចិត្ត និងផ្លូវភេទ យ៉ាងធ្ងន់ធ្ងូររហូតដល់ស្លាប់ ដោយគ្មានអ្នកណាជួយរកយុត្តិធម៌ជូនគាត់ឡើយ ព្រោះគេខ្លាចការគំរាមកំហែងពីបុរសជាប្តី។ សូម្បីតែសាច់ញាតិ្តខាងប្រពន្ឋ ឬប្តីក៏មិនហ៊ានដែរ ព្រោះបុរសជាប្តីធ្លាប់បានជាប់គុកម្តងរួចមកហើយ ដោយសារករណីផឹកស្រាដើរលេង កាប់គេឯង។ ខាងអាជ្ញាធម៌បានស៊ើបមកថាបុរសម្នាក់នេះបានរៀនធ្វើជាគ្រូអាប គ្រូស្នេហ៍ ហើយប្រសិនបើមានអ្នកណាហ៊ានប្តឹងគាត់ពីបទប្រើអំពើហិង្សាលើប្រពន្ឋខ្លួន គាត់នឹងធ្វើអ្នកនោះអោយស្លាប់ ដូច្នេះហើយបានគេមិនហ៊ានប្តឹង ឬធ្វើការសម្របសម្រួលជាមួយគ្រួសារមួយនេះទេ។ ធ្លាប់មានការសម្របសម្រួលពីខាងអាជ្ញាធម៌ឃុំ តែនៅពុំទាន់មានប្រសិទ្ធិភាពនៅឡើយ។ ពេលដែលប្រពន្ធទី១ស្លាប់ ប្រហែលបាន ៣ឬ៤ ខែ បុរសជាប្តីក៏យកប្រពន្ធទី២ទៀត ហើយប្រពន្ធទី២ ក៏ត្រូវរងនូវអំពើហិង្សាពីប្តីដូចប្រពន្ឋទី១ដែរ។ រាល់ពេលមានអំពើហិង្សាកើតឡើងម្តងៗ គ្មានសហគមន៍ណាហ៊ានទៅជួយគាត់ទេ។ ប្តីគាត់ផឹកស្រារាល់ថ្ងៃមិនជួយការងារផ្ទះ ឬរកស៊ីអ្វីទេ។ ហើយករណីអំពើហិង្សានេះនៅតែមានរាល់ថ្ងៃហើយខាងអាជ្ញាធរភូមិ គាត់ក៏ធ្លាប់បានសួរនាំខាងប្រពន្ធដែរ តែស្រ្ដីជាប្រពន្ឋគាត់ប្រាប់ថា កុំប្តឹងប្ដីគាត់ខ្លាចគាត់ជាប់គុក ហើយគាត់អាណិតប្តី ដូច្នេះហើយខាងអាជ្ញាធម៌ក៏មិនដឹងជាជួយដោះស្រាយយ៉ាងមិចដែរ។ ណាមួយពួកគាត់ក៏មិនហ៊ានអោយផ្សាព្វផ្សាយទៅខាងណាដែរ ព្រោះបើដឹងថាអ្នកណាជាអ្នកប្តឹង ឬរាយការណ៍នោះគាត់នឹងធ្វើអំពើដាក់អ្នកនោះភ្លាម។

On 18 July 2019, during an ACT pre-meeting with the Community Capacity Building Team at Senmonorom, one member of CCBT, Ms. Bee Deng, shared a story about violence against women in Purang villange, Busra commune, Pich Chreada District, Mondulkiri province. A husband Mr. Ork, committed physical, mental and sexual violence against his wife until her death and without justice. From time to time when neighbors and relatives know about his violence they reported this to the local authority. He had been sent to jail once for being under the influence of alcohol accuse and he had advice from local authority not to use violence on his wife. Many times after his return, and against the local authority advise, he still continued and threatened relatives and neighbors not to report his violent behavior to the local authority. He said that if they did he would do something to them such as like black magic (he was known to be able to make somebody sick or die or fall in love). With such threats no one was brave enough to pursue him or try to reconcile with his family. There had been some compromises from commune authorities, but with no effect.

A few months after the death of his first wife, he got a second wife and she was subjected to violence as had been the first wife. Every time there was violence, no community members came to take action; her husband was drunk every day, was not doing any housework or making money. The case of this man’s violence remains still with impunity. The local authority has been speaking with the second wife, but she told them that please do not pursue her husband to court or jail. She worries and feels pity for him also and will miss him so much, so the authorities did not know what to do. They do not the courage enough to further this case because they are afraid that if Mr. Ork knows that they are the ones who reported him, he will make black magic towards them.

ទិវាសេរីភាពសារព័ត៌មានពិភពលោកនៅកម្ពុជា បានរៀបចំឡើងនៅថ្ងៃទី០៣​ ខែឧសភា ឆ្នាំ២០១៩ ដោយអង្គការយូនីស្កូប្រចាំកម្ពុជា រួមសហការជាមួយទូតស៊ុយអ៊ែតនិងក្រសួងព័ត៌មាន​ ដែលមានអ្នកចូលរួមប្រមាណ២០០នាក់ មកពីបណ្តាញសារព័ត៌មានជាតិ និងអន្តរជាតិ ក្រសួងនិងស្ថានទូតពាក់ព័ន្ធ ព្រមទាំងអង្គការសង្គមស៊ីវិលដែលធ្វើការលើវិស័យសារព័ត៌មាន។ ប្រធានបទឆ្នាំនេះស្តីពី តួនាទីប្រកបដោយសក្តានុពលរបស់ព័ត៌មានក្នុងការគាំទ្រ សន្តិភាព និងប្រជាធិបតេយ្យដែលប្រធានបទនេះស្របទៅនឹងគម្រោងដែល ACT កំពុងអនុវត្ត បញ្ជ្រាប និងពង្រឹងសារសន្តិភាពទៅក្នុងប្រព័ន្ធផ្សព្វផ្សាយសង្គមនិងសារព័ត៌មាននៅកម្ពុជា។​

This year 2019, World Press Freedom Day celebrated on 3rd May 2019. Cambodia under organized by UNESCO celebrated this event at Le Royal hotel with the cooperation with Sweden and Ministry of Information (MoIFo). The theme this year focused on “Media’s potential role in supporting peace and democracy” that line with the current Alliance for Conflict Transformation (ACT) through Media for Peace project is doing and ACT were invited to attend as an honoured guest in this event as well to talk about Media in Peace and Democracy in Cambodia context.

To be the meaningful event, there were many acknowledgeable key speakers who came to deliver the report from Government sector which is Ministry of Information and International NGOs. Not only key speakers but the involvement from approximately 200 participants also such as ambassadors from many embassies, journalists, senior journalists, relate ministries, and students from DMC department of Royal University of Phnom Penh.

The welcome remarks and message of Director-General of UNESCO Delivered by Mr. Sardar Umar Alam, UNESCO Representative to Cambodia. The statement mentioned about the situation of media in Cambodia which really needs the support, so UNESCO still supporting technical in strengthening the legal legislation to MoIFo, developing capacity to young professional journalists, and addressing issues related to hate speech and rapid spread of fake news. Remarks by Mr. Andreas Johansson, First Secretary, Embassy of Sweden in Phnom Penh, emphasized on the points that “by a free exchange of information, greater trust is in the long run built throughout all parts of society”, and noted that “a free media positively contributes to democracy”. Address by H.E. Khieu Kanharith Prime Minister of Information, took this chance to talk about the newly legalized the law and legislation for media in this digital era. He added up about stakeholders have the right to request to MI to readjust in any illogic points.

The last session in this remarkable event fall to panel discussion which is, an Executive Director of ACT, Ms. Sotheavy was one of the panellists.  All the panellists utterly support the theme and willing to promote democracy by the role of media. Throughout discussion, Ms. Sotheavy, analyst the overview of how is the Peace (both negative and positive peace) reflect to the current situation of the freedom of expression, human right, social justice, core value, and morality in society in term of political, business, and working structure. She also shared so far report about the situation of media in Cambodia with agrees that media in Cambodia has been improved but in the very limited in the democratic ways. The report internally survey among the target participants of the ACT Media for Peace project in 2017-2018 included that the suppression on releasing the accurate news is 41%, the restriction on social media and journalists 42%, the harmfulness on independent media 52%, cannot receive the thorough news 38%, the decreasing the right of expression 34%, the remote citizens who can get the accurate news 66%, and the loss of trust in media 52%.

At the panel discussion brought so much knowledge to audiences regarding to current media situation. This event was successfully celebrated with high hope that Cambodia can improve more in positive peace and the democracy by producing news in the professional manner which will contribute much to the general people and the journalists can be respected genuinely. ACT would thanks to donors, MoIFo, and other agency who cooperate and support for such event of remembrance of the Freedom of Expression at the World Press Freedom Day and wishes to have future cooperation from all sector to illustrate the positive peace in Cambodia Social Media and Journalist.

កាលពីថ្ងៃទី១៤ ខែមិថុនា ឆ្នាំ២០១៩ ក្រុមការងារបានចុះសម្ភាសន៍ CCBTs និង ជូនលិខិតជូនដំណឹងទៅខាងឃុំ និង ប៉ុស្តិ៍នគបាលរដ្ឋបាលឃុំក្រង់តេះ យោងតាមប្រសាសន៍របស់លោកស្មៀនឃុំក្រង់តេះបានអោយដឹងថាក្នុងភូមិឡៅរមៀតជាភូមិមួយស្ថិតនៅក្នុងឃុំក្រង់តេះ ស្រុកពេជ្រាដា ខេត្តមណ្ឌលគិរីដាច់ស្រយាលពីឃុំស្រុក ហើយផ្លូវធ្វើដំណើរក៏ពិបាកខ្លាំង គ្មានស្ពានសម្រាប់ឆ្លងកាត់។​ ក្នុងរដូវវស្សាវិញ គឺពុំសូវមានមនុស្សចេញចូលក្នុងភូមិនេះទេ ហើយមណ្ឌលសុខភាពក៏គ្មាន។ ប្រហែលជា២ ទៅ ៣ ខែមុន មានស្រ្តីម្នាក់ឆ្លងទទ្លេដោយឆ្មបបុរាណនៅក្នុងភូមិធ្វើអោយស្រ្តីនោះមានជំងឺរ៉ាំរ៉ៃដោយអ្នកភូមិ ឬចាស់ទុំនៅក្នុងភូមិ មិនអោយឆ្លងចេញពីភូមិ ដោយគេមានអបិយជំនឿថា បើអ្នកឆ្លងទន្លេចេញពីភូមិដោយមិនទាន់ផុតរយះពេលបីខែផង នឹងនាំអោយមានជំងឺឈឺ ឬស្លាប់អ្នកភូមិដោយសារតែឆ្លងភូមិដោយមិនបានកាប់ក្របីសែនព្រេនមុន។ នៅពេលខាងឃុំ និងខាងមន្ទីសុខាភិបាលបានចុះទៅ ហើយគេនាំគ្នារ៉ៃអង្គាសបានថវិកាមួយចំនួនដើម្បីទិញក្របីដែលតូចល្មមមកសែនព្រេន ហើយនាំអ្នកឆ្លងទទ្លេរទៅមន្ទីពេទ្របង្អែកខេត្តមណ្ឌលគិរីដើម្បីទទួលបានការព្យាបាល។ តែអ្នកភូមិតែមិនព្រមអោយទៅឆ្លងភូមិទេ ព្រោះពួកគេចង់បានក្របីធំដើម្បីសែនទើបគេអោយឆ្លងភូមិ។ សម្រាប់អ្នកជំងឺវិញ ឈឺកាន់តែខ្លាំងហើយដំបៅត្រគាកផងដែរ ហើយករណីនេះនៅមិនទាន់បានដោះស្រាយនៅឡើយទេ។

On 14 June 2019, the ACT team interviewed CCBTs and gave permission letters to the commune authority and police of Krang Teh commune. According to the commune secretary, Lao Romeat village is one of the villages within Krang Teh commune, Pich Chraeda District, Mondulkiri province, and is the furthest and most isolated from the commune and district. The road to Lao Romeat is very difficult to travel; in rainy reason there is no bridge to cross and not many people are able to come in or come out of this village. There is also no health center in the area.

In May 2019, a woman gave birth with assistance from a local traditional midwife. She suffered greatly and experiences chronic disease, because villagers and elders believe that if the women was to go outside the village without the offering of a buffalo as a sacrifice to a supreme God of Nature or other divinities (gods), she will bring illness or death to the whole village. This is an ethnic tradition that will allow women who deliver a baby to go out of the village after three months. When an authority and officer of the commune along with a health center officer went to look into this issue; with their local people there was offered a contribution to buy a small buffalo for village offer to god as the ethnic village of tradition so they can send that woman to Mondulkiri hospital for treatment, but the villagers still refuse because they want a big buffalo to offer (god will not satisfy with a small sacrifice). For the patient, the pain has only worsened and she has painful wounds in her hip. The case has not yet been resolved.

កាលពីថ្ងៃទី២៣ ខែមេសា ឆ្នាំ២០១៩ បានចុះសម្ភាសន៍CCBTs នៅក្នុងភូមិឡាំមេះ ឃុំប៊ូស្រាស្រុកពេជ្រាដាខេត្តមណ្ឌលគិរី។​ បានជួបសម្ភាសន៍បងស្រីម្នាក់ឈ្មោះ វើប ផ្យៃ បានផ្តាល់សម្ភាសន៍ករណីជាក់ស្តែងមួយដែលកើតឡើងនៅក្នុងភូមិរបស់គាត់៖ មានគ្រួសារ១ បានឆ្លងទន្លេដោយការវះកាត់នៅមន្ទីពេទ្យបង្អែក ខេត្តមណ្ឌលគិរី កំឡុងពេលគាត់ឆ្លងទន្លេហើយ មិនទាន់បាន ៧ខែផង ក៏មានផ្ទៃពោះកូនទី២ ហើយប្តីរបស់គាត់មិនជួយការងារផ្ទះ ឬទៅរកស៊ីដើម្បីរកលុយមកចិញ្ចឹមកូននោះទេ។ ពេលកូនទី១ មានអាយុមិនបានប៉ុន្មានខែផង ក៏នាំប្រពន្ឋ និងកូនទៅរស់នៅផ្ទះខាងប្តីដែលស្ថិតនៅក្នុងឃុំក្រង់តេះ ហើយនៅឯចំការឆ្ងាយពីភូមិដាច់ស្រយាល គឺតាមផ្លូវទៅភូមិឡៅរមៀតផ្លូវនោះទៀតសោធក៏ពិបាកធ្វើដំណើរខ្លាំង ហើយប្រពន្ធគាត់មិនបានទៅពិនិត្យ ឬទទួលថ្នាំជាតិដែកពីមណ្ឌលសុខភាពទេ ដោយប្តីគាត់មិនដែរនាំទៅឡើយ។​ ពេលជិតគ្រប់ខែក៏មិននាំប្រពន្ធមកមណ្ឌលសុខភាព ឬមន្ទីពេទ្យ។ ពេលគ្រប់ខែប្រពន្ធគាត់ឈឺខ្លាំង ហើយហើមនៅត្រង់ថ្នេរវះកាត់កូនទី១ គាត់មានការឈឺចាប់យ៉ាងខ្លាំងស្ទើតែធ្វើអោយគាត់ជួបគ្រោះថ្នាក់ដល់ជីវិតផងដែរ។ ប្រពន្ធទ្រាំមិនបានក៏ទូរស័ព្ទទៅឪពុកម្តាយរបស់ខ្លួន ដើម្បីជូនគាត់ទៅមន្ទីពេទ្យបង្អែកខេត្ត ដើម្បីទទួលការវះកាត់ម្តងទៀតព្រោះប្រាប់ម៉ែថាថ្នេរចាស់ជិតប្រែសហើយ និងមានពណ៌ស្វាយទៀត។ ពេលឪពុកម្តាយបានលឺដំណឹងនេះ ទើបនាំគ្នាប្រញាប់ទៅយកកូនពី ភូមិឡៅរមៀត ដើម្បីឡើងមកខេត្តទទួលការវះកាត់ជាបន្ទាន់។ ពេលដល់មន្ទីពេទ្យបង្អែកខេត្តហើយ គ្រូពេទ្យបន្ទោសខាងប្តី និងឪពុកម្តាយយ៉ាងខ្លាំងដែលអោយកូនស្រីគាត់មានកូនទី២ហើយមិនទាន់គ្រប់ឆ្នាំដែលពេទ្យបានណែនាំ។ ឪពុកម្តាយក៏ព្យាយាមអង្វរពេទ្យ ដើម្បីអោយទទួលការវះកាត់កូន តែដោយស្ថានភាពស្រ្ដីពពោះស្ថិតនៅក្នុងស្ថានភាពគ្រោះថ្នាក់ ពេទ្យបានអោយខាងឪពុកម្តាយ និងប្តីធ្វើការធានាទើបខាងមន្ទីពេទ្យព្រមវះកាត់។ ជាសំណាងល្អការវះកាត់ទទួលបានជោគជ័យ។ បន្ទាប់ពីសំរាលកូនបានបីថ្ងៃប្តីសុំរួមភេទជាមួយ ពេទ្យឃើញដូចនេះក៏ណែនាំអោយធ្វើការពន្យាកំណើត តែប្តីមិនព្រម ក៏នាំប្រពន្ធត្រឡប់ទៅចំការវិញ។

On 23 April 2019, at Lam Mes village, Busra commune, Pich Chreada district, Mondulkiri province, Ms. Verb Pyai told ACT staff about a case that happened in her village of a woman who had a premature baby at 6 months born by cesarean surgery. After the birth of her first baby her husband moved to work in the remote area of Lov Romeat village, Krong Teng commune on a farm far from the village. The road is hard to travel on and she did not have a chance to go to health center for a check-up or to get any medication for her health. Her first born baby was just about 6 months old when she became pregnant again with second baby.  The first baby was not yet two years old despite the advice that following delivery of a baby by operation surgery doctor recommend to have two years break before having another baby.

 

When she fell pregnant with the second baby, she was not able to see a doctor or have any pregnancy care or medication from health center. About a month before delivering her second baby she experienced pain at the area of her operation scars and it became seriously swollen. She asked her husband many times to bring her to the health centre but her husband denied due to his being busy earning money, so she called her parents to bring her to the health centre. When she arrived at the health center the doctor sternly blamed the husband and parents because they allowed her to have a second child and she was not yet fully recovered from her previous surgery. The doctor was very concerned about performing the operation and warned they will not be responsible if there was any incident occurred during the operation. The family felt there’s no choice and had to do the operation – fortunately it was successful and both mother and child were safe. A few days after delivering the second baby, the husband asked  for sex, despite the doctor recommending her to commence contraception, her husband said no and they returned to their farm in the remote area.
