Research Finding on: Gender, Peace and Security in Cambodia

ស្ត្រី សន្តិភាព និងសន្តិសុខ (WPS) បានបង្កើតពីរបៀបវារៈរបស់ក្រុមប្រឹក្សាសន្តិសុខក្នុងឆ្នាំ២០០០ ជាមួយនឹងការអនុម័តដំណោះស្រាយក្រុមប្រឹក្សាសន្តិសុខ ១៣២៥ លើ WPS ។ ទោះបីជាមានការប្តេជ្ញាចិត្ត និងការផ្តួចផ្តើមគំនិតជាសកល និងក្នុងតំបន់ជាច្រើនក៏ដោយ ក៏ចំនួនស្ត្រីដែលរួមបញ្ចូលនៅក្នុងដំណើរការបង្កើតសន្តិភាពជាផ្លូវការនៅតែមានកម្រិតទាប។ ហើយ​កិច្ចព្រមព្រៀង​សន្តិភាព​ជាច្រើន​មិន​រាប់បញ្ចូល​បទប្បញ្ញត្តិ​យេនឌ័រ​ដែល​ដោះស្រាយ​តម្រូវការ​សន្តិសុខ និង​ការកសាង​សន្តិភាព​របស់​ស្ត្រី​ឱ្យបាន​គ្រប់គ្រាន់​នោះទេ។ សសរស្តម្ភទាំងបួននៃ WPS: ១.ការការពារ  ២.ការចូលរួម  ៣.ការទប់ស្កាត់ និង ៤.ការសង្គ្រោះ និងស្តារឡើងវិញ។

ការស្ទង់មតិស្តីពី “យេនឌ័រ សន្តិភាព និងសន្តិសុខនៅកម្ពុជា” អាចកើតឡើងជាមួយនឹងការចូលរួមរបស់ស្ត្រីជនជាតិដើមភាគតិចមកពីសហគមន៍គោលដៅ និងយុវជនដែលមានបទពិសោធន៍ក្នុងវិស័យបរិស្ថាន ព្រៃឈើ អភិបាលកិច្ចសង្គម សមភាពយេនឌ័រ និងបំណុល អាជ្ញាធរមូលដ្ឋាន និងអ្នកពាក់ព័ន្ធដែលរក្សាកិច្ចសហប្រតិបត្តិការ និងផ្តល់ព័ត៌មានពាក់ព័ន្ធសម្រាប់របាយការណ៍ស្វែងរកនេះ សូមអរគុណសម្រាប់ការចូលរួមរបស់អ្នក។ របាយការណ៍ស្ទង់មតិនេះនឹងជួយ កដទ សម្រាប់ការធ្វើអោយប្រសើរឡើងក្នុងការរៀបចំគម្រោងនាពេលអនាគតដែលនឹងមានប្រយោជន៍ ឆ្លើយតបទៅនឹងតម្រូវការរបស់ប្រជាសហគមន៍ ជាពិសេសក្រុមជនជាតិដើមភាគតិច ដែលជាផ្នែកនៃការរួមបញ្ចូលគ្នាសម្រាប់របាយការណ៍ស្តីពី “យេនឌ័រ សន្តិភាព និងសន្តិសុខនៅកម្ពុជា” នឹងជួយឆ្លុះបញ្ចាំងពីស្ថានភាពរបស់ស្ត្រីមកពីសហគមន៍គោលដៅ​នៅកម្ពុជា។

Increasing the full, equal and meaningful participation of women in peacemaking, conflict prevention and peacebuilding efforts is a key priority for the United Nations Department of Political and Peacebuilding Affairs (DPPA). Women, Peace and Security (WPS) first made it on to the Security Council’s agenda in 2000, with the adoption of Security Council Resolution 1325 on WPS. However, despite many global and regional commitments and initiatives, the number of women included in formal peacemaking processes remains low; and many peace agreements do not include gender provisions that sufficiently address women’s security and peacebuilding needs. The four pillars of WPS: 1) Prevention; 2) Participation; 3) Protection; and 4) Recovery/resettlement.

This survey on “Gender, Peace and Security in Cambodia” can happened with the engagement of the indigenous women from target communities and youth who are experiences in environmental, forest, social governance, gender equality and debt, local authority and relate stakeholder which keep cooperate and provide relate information for this finding report, thanks for your participated. This survey report will help ACT for better design / prepare for future project which will helpful and respond to the need of the communities’ people, especially the indigenous group which part of inclusiveness for this report on “Gender, Peace and Security in Cambodia” will help to reflect the situation of the women from ACT target communities which include indigenous people relate to environment, social accountability, gender equity, debt issues, and other concern will be respond to the communities base on their recommendations. This survey will create a basis of evidence for future development in project of ACT work in Cambodia.

ASEAN Women Leaders’ Submit

ACT joint the “3rd ASEAN Women Leaders’ Submit” in Vientiane, Laos from 21-22 August 2024 supported by The Asia Foundation. It was nice experience to listen to many great women leaders around the world shared their work relate to the care women economy which is the main challenges for Cambodia and the global issues that ACT noted it was not fully cover much transparency and accountably to reach inclusive peace in the communities yet, especially on women care economic.

As one of representative from the civil society organization who working on peacebuilding, ACT wants to see all relate sectors especially the government takes action in to account and apply in practice with highly responsible and accountable for the communities. what ACT could contribute to such peacebuilding is to continue our capacity building to strengthen communities leadership development, especially indigenous women and young people to be leader and able to active participate in their communities development work and what we can all help is to join monitor the process, raise voice from communities to be heard, and advocate via other mechanism implementation plan of action on Gender, Peace and Security.

This doesn’t mean ACT is the watch dog of the government on the ASEAN state, but what ACT just wants to see is the commitment of the government and the citizen are being taken action together to bring communities to positive peace. So ACT passion – looking to empower and building more capacity of the communities’ profession, leadership of women, peace and security agenda in the work. In this 3rd ASEAN Women Leader, ACT want to know if our respective governments or the ASEAN government are doing what they had promised to do to make sure that women are protected from conflict and also traditional and nontraditional threats to peace and security. ACT wants to make sure women and men are participating meaningfully in peace processes, not just meaningfully but actively and fully action taken out to make sure women also participate in the movement of poverty among many other things. With ACT participated, we hope able to inspire respective government more to implement their action to fulfill Women, Peace and Security in Cambodia and ASEAN.

WPS MEL Training

In 2024, ACT join the Global Network for Women Peacebuilder (GNWP) on Women, Peace and Security dialogue in Collaborating with ASEAN for Regional Plan of Action on Women, Peace, and Security (RPA-WPS): A Dialogue between ASEAN and Civil Society, Academicians, and Journalist on 24-25 April, 2024 ACT join Global Network for Women Peace builder (GNWP-WPS-RPA) dialogue at Jakarta, the dialogue is an opportunity to share experiences and insights of different stakeholders to the Women, Peace and Security Agenda.

GNWP with support from the Government of Canada peace and stabilization operation program was facilitating three round series workshop on: Monitoring, Evaluation and Learning (MEL) are crucial for ensuring the effective implementation of the PRA-WPS in Manila, Thailand, and Malaysia from 2024-2025 to strengthen the capacity building of CSOs in monitoring and evaluating the implementation of the RPA-WPS, harvesting and applying the learning from the monitoring and evaluation, and ensuring that the women’s roles and contributions are effectively integrated at all levels of peace and security processes.

The international normative and policy framework addresses the gender specific impacts of conflict, displacement, disaster, mass atrocities, political crises, and violence extremism on women. Recognizing the importance of the WPS agenda and the role of Civil Society Organization (CSOs) in effectively advancing the Regional Plan of Action on Women, Peace and Security (RPA-WPS). Building on its commitment, ASEAN took a significant step forward in December 2022 by launching the Regional Plan of Action on Women, Peace and Security (RPA-WPS) in Phnom Penh, Cambodia. The RPA-WPS serves as a regional framework for both ASEAN and its member’s states to implement activities promoting women’s participation and representation in peacebuilding efforts. It provides clear guidance for WPS implementation, addressing national and sub-national peace and security priorities. Moreover, it also highlights the importance of engaging civil society in implementing the WPS agenda.

ACT’s work engaged in peacebuilding, gender equality, social accountability and youth empowerment in the communities especially among the indigenous people group in Cambodia. This year 25th November -10th December 2023, Celebrate 16th Day Campaign or White Ribbon to “End Violence against women and girl”. ACT was collective stories shared, cases, and stories of change from the communities relate to Gender Based Violence among the Women Journalist from the Media for Peace network, Communities Peacebuilding network, Indigenous people, environmental youth protection, communities natural resources protection, and ACT staff who engage and implement for the projects. ACT would give gratitude thanks to our donors who fund ACT work such as BfdW, Danmission, CARE-Cambodia, AFD, USAID, WCS, and IREX.

Indigenous Youth Research

This survey was conducted among the existing target group of projects in ACT: Implementing Social Accountability Framework (ISAF) and Feminist in Action (FiA) right after got called from YCC-IREX-Youth Excel funded by the USAID in May 2023, who announce for the youth research topics relate to the environment and indigenous people, ACT found it useful and relate to the existing project of ACT which both of project will be end by November 2023 and April 2024. As so far the indigenous group work on ISAF or FiA but other environmental issue and loan or debt still their hot topics that they keep sharing about from time to time without any action commitment from government or relate institution yet for the indigenous people. Thus, the finding will help to bring about their concern with environmental and debt beside the current ISAF and FiA project for indigenous voices to be heard. So this report finding is focus on four main topic:  first about the indigenous youth and environment protection, second on ISAF, third on FiA, and fourth on indigenous and debt.

Mrs. Reung Bunrin, female journalist was selected during baseline survey in December 2021 for media for peace project. A female journalist living Chhay Ballangk village, Thipakdei commune, Koas Krala district in remote area of Battambang province, she was encouraged and selected to participate in Media for Peace Project for project period from 2022 to 2024. She has been working as female journalist from 2018 with first media outlet named Mekong Khmer News TV online then moved to SH plus news and recently with ASEAN Daily News. Ms. Srey Sotheavy on UN Women Photo Exhibition Dec2022

The photo exhibition developed by UN Women was selected and interview Ms. Sotheavy Srey, the Executive director of ACT. The photo exhibition was feature stories of 20 leaders in WPS and disaster management in ASEAN, which was displayed during the launch of the ASEAN Regional Plan of Action on WPS in Phnom Penh, Cambodia in December 2022.

Strengthen voice of women

Under the support from CARE-Cambodia cooperate from GIZ, ACT got opportunity to work on gender for July-December 2022 in couple activities with the start of the project to conduct the finding for the project implementation.

The result of this survey is to help ACT to put the right activities with the right person at the right time for newly selected network or peer from each factories worker. The finding is seeking for the engagement in the project from the women as the garment worker still face time challenges to participate. Moreover, the challenges and gap of participation and communication, miss-understanding and win-lose concept among factory manager and workers to improve their lives standard with able to solve the existing conflict management mechanism in their factories through other intervention strategy.
